Change Work Logged time to 24hr format for On-Demand

I would like to change the input format for Work Logged to 24hr format.

How can I change this in On-Demand? I've changed the Look-and-Feel settings to display them in 24hr format, I just can't find any help anywhere on how to change the Work Logged input format.

OnDemand Administrators cannot change the date format because it requires access to JIRA Admin > System > Advanced Settings, which is only available to sysadmins.

More specifically and I know it might not be intuituive, but the change requires updating two areas, one of which is only available to support staff.

In short, you will need to submit a support ticket at support.atlassian.com.
