What happen to the $10.00 Learning Account

I am just learning Jira and need a practice area to try new things and really can't afford $700 per month. CAn you provide any information on this.

You can always sign up for a free instance, it allows you to have up to 10 users on it. Have a look at https://www.atlassian.com/software/jira/pricing
