Prevent Worklog on parent Tasks

Hello,

I have issues (tasks, features, bugs, and stories) that have sub-tasks for different assignees...

Knowing that the main issue is without an assignee, I want to prevent adding a work-log to it.

Is there a way to prevent adding a work-log to a task that has children, and does not have an assignee?

Work-log ability is controlled by permissions, so at a glance, there is some configuration of it.  However, permissions are entirely controlled by people, not by the issue data.  So you can do stuff like "Alice and Bob can log work, Charlie can not", but you can not (without some quite complex code, which I think you can probably only do on Server) do things like "if field on X (or subtask of X) contains Y, then do not allow work logging"
