we are able to see the banner shortly after a jira new ticket created, but we need jira to turn to the new ticket page once the new ticket is created.

There isn't such functionality within Jira. You can ctrl+click on the new ticket pop-up to open it manually to a new window.

You can always search the marketplace to see if such an app exists.
