インポートした情報をcsvで一括管理する機能はjiraにありますでしょうか。

Sorry I do not speak Japanese, but yes Jira provides a CSV import function, out of the box.
You can import sheets and create tickets from them
You will be able to map the columns of your csv sheet to the fields in Jira.
You can use the columns for every kind of field, including links to other tickets, users, and so on.
You can also import comments.
