Is it possible to remove Users from notification if you add a picture via comment because in this scenario the User get a notification on the picture adding time and on the comment time and it gives to many information for one User.
Adding an attachment lacks its own event type, but it belongs to the Issue Edited event.

So, you may modify the Permission Scheme set on your project to not notify when the issue is edited.
