Based on that I should see Import XML on Workflow admin page, but no such option exists.

Documentation you mentioned is for jira server and data center.
Here is the link to document for jira cloud in order to import workflows

However as mentioned in above link, for jira cloud, we cannot import workflows from anywhere other than Atlassian marketplace. So unfortunately you would have to create it manually
