I've been trying to get workload balancing to function on one of our service management boards. When I configured it, I restricted the users that were available to be assigned. Now, it's only assigning to one person and won't let it go to anyone else.
As far as I can tell, everything is configured correctly. I want it to check how many issues a person has and assign them based on the lowest number.
