Can I create a Confluence user without creating a corresponding User space?

I am new to Atlassian and have been assigned the Atlassian Admin Site Manager for my organization.

A confluence admin has asked me if a Confluence user can be created without creating a corresponding Confluence Space named after the user.  Every time we create a new Confluence user, she has to delete the Space named after the user. 

Is there a way to create a Confluence user without the corresponding Space named after the user?

Welcome to Atlassian Community!

If you do not want to allow personal user spaces on your instance you can turn that off by not allowing it. Just go to General configuration > Global permissions and remove the Personal Space permission.
