Ability of linked issues to restrict each others transitions

Hi dear community,

We actively use Linked issues field in Jira. We are interested in issue is blocked by/blocks option. Unfornately, there is no blocking when we try this. Our requirement is folowing:

1) Imagine we have two issues in "To Do" status: Issue 1 and Issue 2.
2) Issue 1 blocks Issue 2.

We want to apply restrictions in Transitions. If Issue 1 in "To Do" status, then users will not be able to transit Issue 2 from '"To Do" status to "In Progress".

Hope i could explain everything clear.

How we can achieve this?

There are other plugins as well that you can find in the marketplace.
