The security department at my job will like to add a checklist for security review in our workflow

Please how can i do this? 

After “Ready for Grooming”, we want a check box that says, "Does this require Security review?" If it does, we need them to add the component “Security Review” to the ticket. 

Later, when a ticket is moved to “Ready for Testing”, we want this checklist item: "If this ticket was flagged for Security Review, did you perform this security review?" This should be on stories, bugs, and tasks.

Welcome to the community.

You can add a custom field that is a checkbox, or a radio button with Yes/No options. The simplest solution would have the field(s) display all the time. Making them display based on the status of the issue is not a feature that is available natively in Jira.

The exact steps for creating a custom field depend on whether you are working with a Company Managed project or a Team Managed project. It will say which it is at the bottom of the navigation pane on the left.
