Screenshots detail user management functions but it is unclear if this exists?

Yes, Jira Software includes user management. You must have the site administrator permission to be able to manage users (that is, you must be in the site-admin group).
Once you have that permission, if you click on Settings (the gear icon in the top right of the top navigation bar), then you should see and option for User Management.
