Is there any reason why a search for attachments on a Cloud sandbox would fail?

Question

Assume the following query:

attachments is not empty

I have a server to cloud migration going on.

* I can execute this query successfully on server. 
* I can execute this query successfully on the cloud site.
* I cannot execute this query successfully on the sandbox attached to the cloud site.

This doesn't make sense to me.

Hi @Brant Schroeder ,

I had the opportunity to speak with someone at Atlassian about this, and I showed them the problem, along with how it worked in other environments.  Their honest answer was they didn't know why it was happening.

Trust me when I say those items above are not the issue here.
