We are in the process of evaluating cloud. anyone here that has Time tracking and billing reporting on server version of Jira? what was your other option on cloud for this?

you can use the Jira built-in time tracking. Regarding the reporting, please check one of the many apps from the marketplace: https://marketplace.atlassian.com/search?query=worklogs
