How a regular user can search by page property?

I'm creating a taxonomy of documents based on Page Properties. I like the Page Properties Report. But I also wanted to give the users the ability to search by some of those properties. How can I do it?

P.S.

I've dismissed the use of labels for this because there is no management for them (out of the box), e.g. I can't rename existing labels, everyone can add/remove labels, etc.

We can suggest using our app - Table Filter and Charts for Confluence.

Its macros (and the Table Filter macro in particular) work with the Page Properties Report perfectly well and allow you to filter, aggregate and visualize your data.
