added a status and a column to the board but I can't move anything there

Question

I can change the status on an issue and it appears in the right place but I can't drag it over there.

on workflow I see everything can transition into the new status.

the error I get:

Something isn't letting us move ITEM-ID to QA. Ask your project administrator to check the workflow settings and transition conditions.

What might be wrong ?

That doesn't necessarily mean there are no conditions on it - you'll need to check that directly.

Also, check that the user has "transition issues" permission in the permission scheme.

There is no conditions here - b/c I didn't set it up manually.

it says all can transition into QA status.

Behind the board, there is a workflow, which is made up of status (which sort the issues into the columns on your board), and transitions that allow you move an issue from one status to another.

The message you're seeing is about the transitions - your drag is not really "moving columns", it's looking for a transition that takes the issue from a status thats in one column to a status in the QA column.

Either there is no transition for that status change, or there is one, but it has a "condition" on it that say this person is not allowed to do that transition.  (From your first sentence, it's the second option - this person can't use the transition because of a condition)
