Why am I getting "stuck" trying to 'Move' issues?

Question

When I try to 'Move' issues so that I can adjust the issue type OR move them from one board to another, I cannot get past "Step 2" when I click 'Next', but there is no error message appearing.  It just refreshes the page showing "Step 2". Anyone else encountering this?

I am not encountering that problem in my JIRA Cloud Standard instance.
