We have a CORE group of products that go into multiple applications. Is there a way that application releases in one project can include the CORE release information for another project.

Releases are a compilation of issues. Issues can be contained in multiple releases but a release can not be contained in another release. Products like Jira Align help bridge the gap between multiple projects so you might consider looking at it.
