I know that it is possible to copy or import rules as a global admin. I am just a project admin but on multiple projects. As a result I have the ability to copy rules within each of those projects but I need to get a global admin to copy between projects. I can export a rule but there seems to be no way to import it unless I am a global admin.Am I just missing something here?

@Rob Wolfe Unfortunately it isn't possible to import rules on a project-level, like you say the only thing similar you can do is to copy rules from one project to another.
I guess this restriction is in place just in case a project admin doesn't know what they're doing and accidentally floods their project with many automation rules in a single import, which can have an impact on the overall instance of Jira if there are too many.

So based on this company's response success, the answer is "No, you can not...ever"? I am left today trying to come up with some clever work around which I probably will not find....
I thought I would add that this feature has now been implemented in the Coud. Go to System Settings and select Global Automation.
Next got to the hamburger at the upper right and use the dropdown to find the Import rules. rule
This is works wonderfully for testing an automation in the sandbox and then moving it to your live site without having to bring over a whole project.
Where are "system settings" found exactly? I look around and see no such options. Doesn't one need to be Global Admin to see those options? I am not that level of admin nor will ever get those rights, but I do need to be an automation guru for my company. The company only wants a couple people with the super access and they are Ops people so I am the application senior dev who can manage automations but us type of people probably shouldn't have such high access.
