1. How to add another link issue section on the layout, just the standard link issue section? One is for linking test cases and second for defects respectively.
2. Can we update the name of 'Linked Issue' section?

I don't think you can rename the Linked Issues section - nor should you.
Second, you have use different Linked Issue Types to denote the differences. And you can create new Linked Issue Types if needed.
Go to Settings > Issues > Issue Linking
