Added a User Management role

Hello,

I would like grant users the ability to manage users and groups as well as approved access requests for Jira Cloud. 

I do not want to grant them access to change other admin level settings, just the user management.

Preferably this can be a group permission so I can add these "user-admins" to the group and not configure their individual permissions every time.

Jira Cloud might not provide the exact low-level access control that you are wishing for here.

The various types of Admin roles in Jira are fixed, and documented pretty well here:

Check out also the "Project Admin" role, which might be closest to what you are asking for, although specifically scoped to Jira Projects:
