Im wanting to add individual headings that are not connected to the pages and then add child pages
ie:
STAFF (Heading)
. Internal staff
. external staff

If you are talking about the navigation on the left-hand side you can but they will be associated with a page. Usually, on these pages I just add a navigation macro to make it easy for users that accidentally click on them.
