We want only site admins to invite anyone to any product(s) while trusted or existing users cannot invite new users with approved domain(s).
Pls suggest.

This is probably not possible to set at this time. Please look at https://jira.atlassian.com/browse/ID-6682 where a similar problem is being solved - expanding access administration options.
