Move Issue from One Project to Another

Hi There, 

I'm using the Jira automation to log all issues moved from a specific project to another. Once an issue is moved, I will receive an email. However, it seems if I do not have the access to the target Project, then I will not get an email for that move operation. 

Just wondering if that's a By Design issue?

If yes, is there any other way to track all moved issues?

Yes, that is by design.  If you do not have access to the project you may not access its issues.

The simplest solution would be to add yourself to that project in a limited role to at least view issues.

You could also change the actor the rule runs as to someone with permissions.

The non-automation solution for this is to set up a webhook for the instance logs, pushing out all changes.  Then view that change log in another tool outside of Jira; something which can parse the JSON.  Such a webhook would require the site admin permissions you have to set it up.
