I have a new starter and need to add him to Confluence and Jira.
How do I find my Admins to do this?

Well, I think the best way to get exact names is to create a ticket with Atlassian Support directly. (https://confluence.atlassian.com/cloud/get-help-and-support-744721659.html).
You can also try to check if the Contact Administration Form is enabled and maybe by using it you can initiate contact with admins.
