How do I migrate a Jira project from one email account to another email account?

otherwise please rephrase your goal.
Jira projects do not belong to email accounts.
Could you explain what you really mean? Do you mean you want to take a Jira project from one Jira instance and move it to another Jira instance for example?

Assuming you have already configured one the next step would be to enter the credentials for your new account according to the documentation - basically you did it last time.

But, like I said, as the details are unclear all of the above is generic and it is just wild guesswork
