I need to filter and view all items labeled as bugs through all the projects
Hi @Jeffrey Poole,
I would assume they have the issue type bug, rather than being labelled as bugs. In that case the following filter should do:
Issuetype = bug
navigate to Filters > advanced issue search, click switch to JQL and enter the above. If you don't specify any projects, your search will automatically search across all projects.
The results will only be limited by permissions. You will see all bugs from all projects you have access to.

I agree with @Walter Buggenhout , often "Bug" is an issuetype.
But sometimes using labels, like you told.
Label - is a global item, so you can open any issue with label "bug" and push on it(all labels are clickable) - it will opened advanced searching(issue navigator) with JQL:
labels = Bug
