I have switched to Jira Premium, however, there is no "Create Plan" under "Plan" section, does anyone have idea on it? And if it is the only way to put different projects under a roadmap. Thanks.

Did you check permissions in Plans?
I can see it once I made myself as Jira administrator where I am the site administrator originally. Thanks a lot.
