Solved it.
.setReporterId(user.key) --- here, we cannot use key or id, it can work by using username.
The error is "The reporter specified is not a user"
You haven't told us how you are configuring or writing the script, so we can't tell you exactly what is wrong, but my guess is that you don't have a user with a login of "reporter" and you have probably incorrectly assumed that parameters can accept variables
