Do you have to have the Admin role in order to invite new users to Conf/Jira?

it depends on your Site Access settings. You can enable existing users to invite new users without admin approval. If this is not enabled, you need to be at least a Trusted user to do so. Please also adjust your product access settings accordingly so new users have the appropriate access. I hope this helps!
