My 'board' has several shortcuts created. I'd like to sequence the order the filters are displayed. How is this accomplished?

Silly as it may seem, there is no simple reorder option in place currently. There's a feature request to add this functionality which you may watch / vote for - JRACLOUD-69088
As a workaround (which is not ideal but certainly doable from the screenshot you shared), you can edit each of the 4 links in your list and update the respective url / descriptions so they end up in the order you would like to see them.
So, suppose you'd like to change the order to Prototypes > Chemicals > Ext. Samples > Demo Site Filtered List, you could delete Demo Site and Ext Samples and add them again in the desired order.
