Jira user never login cannot be found when adding to project

I am a Jira admin, a user's account were created 1,5 yr ago. Never log in until today. However, we still cannot see his username when adding to the project.

Hi Barry,

Make sure the user has Browse Users and Groups in the Global Permissions under the Settings > System > Global Permissions.
