How to change the default layout when creating a new page in Confluence?

I have already created a customized global template and can see this option when creating a new page in Confluence. However, I wanted this template to be the default when someone from our organization tries to create a new page instead of selecting this template from the option. So when someone creates a new page there's already table of content in the right side and content by label. File attachment widget already in the bottom as default.

If you mean replace the default blank page when pressing the "Create" button, then I don't believe this is possible. You can see a suggestion to change this on CONFCLOUD-45607 

For a Space, there is an alternative:

1. Go to your Space and select Overview from the left-hand menu (or any page)
2. Press the pencil icon to edit the page
3. Add the macro "Create from Template" - search for it by typing /create from template
4. Select the appropriate template and populate the other options, then press Save
5. Publish the page

This way, you can direct users to the Space's Overview page or similar and ask they create pages from the create button on it - which will utilise a template!
