How can I add a Test Plan to the Test Management for Jira User Story?

The option for adding a Test Plan are missing in the Test Management for Jira section of a Jira User Story. See attachment missing (missing test plan option.PNG) Note the options for adding or creating a Test Case and Test Cycle are listed.
