Why is default assignee previous project lead instead of current one?

using JIRA Software Cloud ... we changed the project lead, but new issues are still assigned to the user who had that role before. as an experiment, we tried setting Default Assignee = Unassigned, but new issues were still assigned to the previous project lead.

edit: we do not add any components to our projects.

sorry, i meant to mention that while asking the question (now edited). we do not use components.

That's odd. Perhaps there's a post function rule setup on the create transition that is setting the assignee. Have you checked your workflow?
