I currently am a Jira Project Admin. What would I need to do to upgrade to become a Jira Admin with all the correct permissions, please?

a site admin needs to add you to the appropriate group.
Go to Settings (top right corner) -> System -> Global Permissions and see which groups have the Administer Jira permission. Site Admin needs to add you to that group through User Management (should by jira-administrators by default I think).
