i created filter for board and i added share to specif group and i give the group project browse permission
when i login with any of the group users they can see all boards and there is no stories inside any board

Check if they have Browse project permission in the relevant projects' permission scheme. If this permission is assigned to a role like developer then those users should be added to that role but first check the permissions scheme.

Take a look at the sub-filter in the board settings to see if there is additional query that is filtering out the cards.
