Is there is a way to get enhancement requests submitted into Jira via some form and then be able to share the status of these requests with an external party?

You should be able to raise a request here https://jira.atlassian.com/secure/Dashboard.jspa to provide your suggestion/bug.

Go here: https://www.atlassian.com/software/free
Then select Jira Service Desk. There is a free version with 3 agents.
