I cannot add issues any more with Jira on Demand. I am the lead admin. Everyone seems to be able to however.
Sounds like one of your administrators has been messing with your permission schemes, or has removed you from a group. Or a project admin has removed you from a role.
Compare your groups and roles with some user whose account is working.
