cannot paste image into issue description until the issue is saved (EDIT : via URL)

Cannot paste an image into description when using a URL shortcut (not the "create" button click) to kick of the issue creation - until the issue is saved, then I can go back into the description and paste where I need the image to appear. This is not helpful

This does not look like a bug in my testing as I was not able to reproduce the behavior and images are able to be drag and dropped into the description field on the creation screen and pasted into the screen on creating without issue on my test instance in both the new issue view and the classic view, as well as next-gen projects (that use the new view only)

For reference the Processes I followed was:

1. Set the instance to use the new issue view under personal settings
2. Select the create issue button at the top of the page
3. Select a classic project or NextGen Project
4. fill in any required fields
5. Paste an image to the description field OR drag and drop an image to the description field
6. Select Create

A couple of questions I have for clarification:

• Does this work in the classic view, and only fail when the new issue view is enabled?
• What steps are you following to reproduce the behavior if different from what I outlined above?

Additionally, if this is failing in both the classic view and the new issue view, I think this may be a configuration conflict.  Can you check to verify that the attachment field has been added to the create issue screen for the project?

If you go to your personal settings under your profile and disable the new issue view, be deselecting the green checkbox next to the feature.  And then go to the effected projects project settings > Screens and then Expand the screen scheme options used for your issue type and select the Screen's name hyperlink for the create issue screen it will take you to the screen configuration page the issue type is using, make sure attachments is a listed option in the available fields for the screen.
