Using the BETA version of Roadmap in Jira Classic project is there a way to leave the child issues for an epic in view all the time? Every time I go to Road map I have to select the + for every epic to view the issues linked.

There is now way to fix the issue view.
But think about the the need of a roadmap: is to view the macro plan once, detail later.
If you keep all the issues in viewing, you will need to go down and up every time you access roadmap, and depending of the size of your project, this may impact your view of the "plan" itself.
