Is anyone tracking end user permissions or segregation of duties in Jira or Confluence?

We need to configure actors for the system we are delivering. We have stories in Jira that are in the 'As a , I need < some goal > so that < some reason >. We need a method to track all of the to ensure they have the right permission. How has this been handled by your team?

JIRA has defined users project roles and permissions for projects. User roles like developers, QA testers, Admins. With the permission scheme, you can assign different permissions to different project roles.

For example, you can provide create issue permissions to Product Owners and assignable permissions to Developers.

You can also create separate user groups in JIRA, add a set of users to the group and add the group to a project role.
