You can either make a space publicly available or you can narrow access down by specifying users or groups to the space permissions. In that case users will use a license. Since you are on a free-plan this will not hold up for a lot of users.
Your specific users will need to be added as Confluence users so that you can give them the right to use a space or page.
You could place your instance behind a web proxy that requires log in. Then set up your instance to have anon user view rights. It won't be based on email per se (unless that is the user name), but you could at least restrict access, but not have to set up user accounts.
That would be a good suggestion if it was a server instance. But this is a cloud instance.
Yeah, if you want to be able to customize an instance, server edition is the way to go. Far more control over your own destiny. Then your only option is to purchase more user accounts.
