I'm looking at this documentation:

But there is no option item to archive a project? Does anyone have any ideas on why this is?

Your post indicates that you are using JIRA Cloud, but the document you references is for JIRA Server (on-premise, not Cloud).
I did a search for "jira cloud archive project" and found this article

...which says that archiving projects is a feature of the Premium product plan for JIRA Cloud, and your post indicates you are on the Standard Plan.
If you are indeed using JIRA Cloud under a Standard product plan, then the feature is not available to you.
Correct. It is only functional in Premium even though you might see Archive listed.
