Labels are free text to all JIRA users so the end result is numerous labels that have meaning to only one user as well as many duplicates (due to misspelling etc..) I saw previous conversation on this in the community but did not see find a resolution by Atlassian - or anyone else.
There's been no change since the discussions you've seen.

There is no way to restrict the creation of labels, and labels devolving into chaos is a sad reality for some teams. Sadly, Jira also does not provide any UI to manage labels.

We solved the JIRA labels issue - but our team lives in the sad reality of "lable" chaos in confluence which breaks all our links for table of contents. Any help is appreciated.
