How do I drop or close an issue (as opposed to resolving or deleting)?

I would like to be able to close or drop an issue, but not delete it or have it marked as resolved.

For example, I wrote up ISSUE-01 and there was discussion around the issue, but ultimately we are not going to do the work. I would like to save this historical conversation, so I don't want to delete ISSUE-01, but I also don't want to mark it as resolved because it was never developed and I don't want it showing up as if it was on our reports.

Is there such a thing as closing an issue, or dropping an issue?

This is exactly what the resolution of "Won't Do" is for. So lets step back and understand what Jira understands by Closed Status and Resolution.

Closed in Jira terms means we are not going to do anything more with this issue. 

Resolution is how did we decide that we were not going to do anything more. 

With resolutions such as Done,  Won't Do, Duplicate, Cannot Reproduce, Declined (and any custom ones added).

So when you decide that this will not be done you close the ticket with a resolution of Won't Do. When you want report on what work has been done you want to use 

resolution = Done 

in your JQL to only pull the issues that have actually been done ignoring all the other combinations. 

I often put a common workflow transition in to the Closed stats called "Cancel request" with a post-function to automatically set the resolution to "Won't Do" and restrict it to only the users who can make that decision (typically anyone in project administrator role).
