Missing permission groups

I have been cleaning up our Jira installation and inadvertently messed it up. Now when I go into Global Permissions, against 'Browse users and groups' and 'Manage group filter subscriptions' there are no users or groups listed and no way I can see to add permission groups back in. If anyone can help that would be great as I can no longer look up users within apps etc.

To grant global permission:

Scroll to the bottom of the page to find the Add Permission section.
Select the permission you want to grant in the Permission dropdown.

Thanks Ollie,

However, for some reason I only get 'Public' as the only group I can assign to that item. I have many other groups in users and groups, but they don't appear in the dropdown menu. Any suggestions? Screen Shot 2020-07-17 at 7.50.49 pm.png
