There is a need to track how many times a DEFECT gets REOPENED and after working gets RESOLVED. This is to track the Development effort spent on resolving the defect and Testing effort spend on re-testing the bug. Please suggest how we can do that.

A simpler approach would be to create a number custom-field that increments everytime an issue is transitioned to ReOpen status.
This field will be updated in the post-function and would be visible on the view issue page. So nobody can update it manually and it will always give you updated result which can be displayed in various reports that you require.

Try Time in Status for Jira Сloud and you get Status Count report. It calculates how many times an issue has been in each status.Furthermore, there are 3 more reports - Time in Status shows for how long your issues have been staying in each status.Assignee Time calculates the time that a particular assignee was assigned to each issue.
Transition Count shows how many times an issue went from status to status.
