I cannot load the Tempo page in a Chrome window, other than Incognito mode, without receiving a 409 http error for https://.../messages/navV3-onboarding-spotlight-tour/start

I don't think the http error would prevent you from loading Tempo page.
If the issue only works in incognito mode, I suspect that there are browser extensions blocking Tempo page.
If there is no browser extensions installed, please open a case at our support portal so we can better assist you.
