I'm trying to recreate board with all features (drag issue to board from backlog). So i need REST API endpoint to move issue from backlog for nextgen board when sprint feature is off.

You'll want to take a look at the Move issues to backlog for board endpoint:
/rest/agile/1.0/backlog/{boardId}/issue
The board ID is easy to pick up from the URL when you're viewing a board in Jira. I've confirmed this endpoint works with a Next-Gen Kanban project. Do note that you need the Backlog feature already enabled on the project before you can send issues to the backlog.
